The Pampanga Chamber of Commerce and Industry, Inc. in a resolution approved during its 132nd Regular Meeting of the Board of Directors, supported the full development of the Clark Green City and expressed confidence that the next administration will support and ensure the project’s completion because of its noble intentions and viable objectives that will support Philippine economic resiliency.
The business chamber acknowledged Clark Green City’s GREEN and SMART Urban Development and concurred that establishing synergy between Industry and Technology with Agriculture and Environment should be the goal of all future and existing urban community developments.
PamCham further alluded to the critical role of the Clark Green City in the decongestion of Metro Manila, an advocacy launched by PamCham in December 2013 and had since gained momentum and considerable support.
The projects’ disaster-resilient design attributed to its high elevation that insulates it from floods and situated away from existing fault lines makes it the safest location for financial centres, key government satellite offices and the most viable option for business development.
The Clark Green City, as a modern metropolis with its mix of Residential, Commercial, Agro-industrial, Institutional and Information Technology Development is envisioned to become a major contributor to National Development.
The BCDA expects it to contribute roughly 4% to the National GDP at USD36 Billion in Annual Gross Output and can generate 925,000 jobs once fully developed.

RESOLUTION SUPPORTING THE FULL DEVELOPMENT OF THE CLARK GREEN CITY
WHEREAS, the CLARK GREEN CITY is a development project of the government administered by the BCDA (Bases Conversion and Development Authority) that covers 9,450 hectares of land located within the Clark Special Economic Zone;
WHEREAS, the CLARK GREEN CITY, according to the BCDA, defines two key elements in its Master Development Plan – GREEN and SMART Urban Development, where Industry and Technology meets Agriculture and the Environment;
WHEREAS, the CLARK GREEN CITY is envisioned by the BCDA as a Modern Metropolis with a mix of Residential, Commercial, Agro-Industrial, Institutional and Information Technology Development, as well as a community of residents, workers and business establishments within a balanced, healthy and safe environment;
WHEREAS, the CLARK GREEN CITY is envisioned by the BCDA to be a key contributor to National Development with an expected USD36 Billion Annual Gross Output at full development which is roughly a 4% share in the National GDP, and potential job generation of 925,000;
WHEREAS, the CLARK GREEN CITY is envisioned by the BCDA to be a more livable alternative to Metro Manila which is currently encumbered with horrific traffic congestion, air quality degradation and general public well-being imperilment;
WHEREAS, the CLARK GREEN CITY is designed by the BCDA to be disaster-resilient, with its high elevation insulating it from floods and the surrounding mountain ranges shielding it from typhoon winds;
WHEREAS, the CLARK GREEN CITY is easily accessible via the Clark International Airport and the Subic Seaport;
WHEREAS, the CLARK GREEN CITY is connected to Metro Manila and to the country’s major resource bases, market and tourist destinations in the Northern and Central Luzon via the NLEX, SCTEX, TPLEX and CLEX;
WHEREAS, the PAMPANGA CHAMBER OF COMMERCE AND INDUSTRY, INC. launched its advocacy to DECONGEST METRO MANILA FOR OUR COUNTRY’S SAKE in December 12, 2013 to call attention to the vulnerability of the country’s economy if Metro Manila, the hub of finance and investments as well as the seat of government, is hit by a major disaster like a 7.2 magnitude earthquake triggered by the movement of the West Valley Fault that PHIVOLCS continuously forewarns to happen anytime;
WHEREAS, the PAMPANGA CHAMBER OF COMMERCE AND INDUSTRY, INC., calls for the development of the countryside to guarantee the sustainability and resiliency of the country’s economy;
WHEREAS, the CLARK GREEN CITY at full development will be a major contributor to the decongestion of Metro Manila and a vital catalyst to countryside development;
WHEREAS, the PAMPANGA CHAMBER OF COMMERCE AND INDUSTRY, INC. held its 132nd regular meeting of the Board of Directors on March 14, 2016 at Max’s Restaurant, Villa Del Sol, City of San Fernando, Pampanga;
THEREFORE RESOLVED AS IT IS HEREBY RESOLVED that:
- The PAMPANGA CHAMBER OF COMMERCE AND INDUSTRY, INC., supports the full development of the CLARK GREEN CITY and acknowledges its vast potential contributions to the country’s economic growth and progress, and
- The PAMPANGA CHAMBER OF COMMERCE AND INDUSTRY, INC. is confident that the next administration, conscious of the lofty aspirations and noble intentions of the CLARK GREEN CITY towards Philippine Economic Resiliency, will pursue its full development and ensure that its objectives are realized for the benefit of the entire Filipino Nation.
