PamCham’s Meeting with FDA and DTI on MSME Support Initiatives

The Pampanga Chamber of Commerce and Industry, Inc. (PamCham) conduct a Zoom meeting with the Food and Drug Administration (FDA), Department of Trade and Industry (DTI), and key stakeholders to address the growing concerns of micro, small, and medium enterprises (MSMEs) in securing their License to Operate (LTO) and complying with FDA regulations.

The meeting opened with introductions from participants representing PamCham, Holy Angel University, FDA, DTI, and local business owners. PamCham President Atty. Paul Yusi gave the opening remarks, highlighting the long-standing challenges MSMEs face with licensing and regulatory compliance.
PamCham shared the pressing issues that small businesses encounter during the FDA application and renewal process—ranging from extensive documentation requirements, mandatory inspections, the high cost of laboratory testing, the lack of regulatory personnel, and technical difficulties with the LTO online portal. These hurdles, they noted, often discourage compliance and push enterprises into informal operations.

Several entrepreneurs, including John and Mico, shared firsthand experiences, including penalties for missed renewal deadlines. FDA’s representative Nathaniel Liberato provided clarity on compliance procedures and suggested options like installment payments for penalties.

The group also discussed possible improvements to the FDA application process, including consolidating trader and manufacturer registrations, improving payment systems, and establishing clearer guidelines. FDA and DTI provided updates on their ongoing collaborations with universities and government agencies to ease laboratory testing concerns and improve accessibility.

PamCham emphasized the urgent need for a flexible, responsive regulatory framework to support MSME growth. Recommendations included establishing an FDA help desk and fast-tracking a citizens charter to guide applicants through the process. FDA responded positively by committing to an “Officer of the Day” system and better coordination with LGUs for satellite labs.
