The Pampanga Chamber of Commerce and Industry, Inc. (PamCham) successfully held its 15th Private-Public Consultative (PPC) Meeting on June 10, 2025, at Hotel Gracelane, City of San Fernando, Pampanga. The event brought together leaders and representatives from both the public and private sectors to engage in a dynamic dialogue aimed at strengthening governance and institutional collaboration.
The highlight of the meeting was a comprehensive discussion on “Oversight Function and Its Implementing Rules and Regulations (IRR)”, led by Engr. Joe Castro, who served as the session’s resource speaker. In his presentation, Engr. Castro provided an in-depth explanation of the oversight function as a vital mechanism in ensuring transparency, efficiency, and accountability in public service delivery and policy implementation.
He emphasized the importance of clearly defined Implementing Rules and Regulations (IRR) in guiding government agencies and stakeholders in the consistent and fair enforcement of laws and policies. Engr. Castro also cited several case examples where the lack of proper oversight or vague IRR led to delays, inefficiencies, or lapses in compliance.
PamCham President Atty. Paul Yusi expressed his appreciation to Engr. Castro for sharing valuable insights and reaffirmed PamCham’s commitment to promoting good governance through inclusive dialogue and constructive partnerships.

Now on its 15th run, the PPC remains a cornerstone of PamCham’s advocacy for participatory governance, where policies are not only shaped by lawmakers but also informed by the realities and experiences of the business sector and local communities.
The meeting concluded with a renewed commitment among participants to continue engaging in future PPC sessions and to uphold shared accountability in pursuit of sustainable growth and inclusive development for Pampanga and the region.
